Police said the woman was intercepted on the Princes Hwy at Yarragon at about 1.40pm.
They allege she couldn't produce a driver's licence, stated an incorrect name and tried to produce an expired international driver's licence.
Police said the woman had been unlicensed and disqualified from driving since 2009.
