Six wins and 15 losses is Baw Baw Shire's success rate in Victorian Civil and Administrative Tribunal (VCAT) appeals in the past two years.
A further 17 outcomes were listed as "varied", with three appeals withdrawn.
In response to community questions from Irene Broadbent, shire chief executive officer Mark Dupe answered that council had participated in 41 appeals between July 1, 2021 and June 30, 2023.
"Six outcomes affirmed council's original decision," Mr Dupe said, adding this meant the tribunal agreed with council's decision to either issue or refuse a permit.
He said 15 outcomes were set aside, meaning either the tribunal disagreed with council's position or "a negotiated outcome was reached between the parties".
Of the 17 "varied" outcomes, Mr Dupe said the tribunal partly agreed but changes were required to permit conditions.
