Baw Baw Shire council is remaining neutral on the Indigenous Voice to Parliament referendum.
Mayor Annemarie McCabe said council had considered the matter and decided not to adopt a position on whether to support or oppose the vote for the Voice.
She said it was seen as a Federal matter and something that was for individuals to form their own view.
The ABC surveyed all councils in Victoria and found the majority had taken the same position as Baw Baw with about one-in-five endorsing a "yes" vote.
Referendum voting day will be Saturday, October 14, with votes also able to be lodged by post and at early polling centres.
The Australian Electoral Commission said early voting centres in Victoria would open from Monday, October 2, and postal votes would be accepted until October 27.
