A burglary at a Warragul service station was later linked to similar incidents in Cockatoo and Pakenham Upper.
Police reported offenders forced entry via a front glass door at Warragul Caltex in Crole Drv on Monday at 3.10am.
They believe cigarettes were the target, with the front counter area ransacked. However, the offenders were unable to gain access to a cupboard containing cigarettes.
Police allege the stole a cash register draw and an EFTPOS machine.
They said four males offenders were captured, all wearing face masks or coverings. One carried a sledgehammer and another a doona cover.
It is believed they left the scene in a dark coloured Mercedes.
Police believe this was linked to a later burglary at an IGA supermarket in Cockatoo and a service station in Pakenham Upper.
A large quantity of cigarettes was carried out in a doona cover at the supermarket at 3.45am.
An estimated $3000 of cigarettes was allegedly stolen from the service station at 4am.
A similar vehicle was reported at both scenes.
