The pair were driving an allegedly a stolen Toyota Landcruiser, valued at $120,000, and were asking for assistance when passers-by became suspicious and alerted police at 11.55am..
When police arrived, the pair fled on foot in separate directions and were pursued by officers.
One offender, a male aged 23, was apprehended at the scene, while another evaded arrest. Police believe the second offender left on a red and black Suzuki Kingquad ATV - allegedly stolen from a nearby property.
The Landcruiser was reported stolen from a property in Dante Crt, Lang Lang, where it was locked outside a house, at 2:50am earlier that morning.
The 23-year-old was was charged with theft of a car and bailed to Latrobe Valley Magistrates' Court at a later date.
