Community members should take up opportunities to submit or comment on the draft budget papers, says Baw Baw Shire mayor Danny Goss.
"I think there will be changes," Cr Goss said. "A few things tidied up."
He praised the new councillor group for their work to set the budget, noting "this has taken a bucket load of work."
"The new councillors have got their head into this. I take my hat off to them."
Cr Suzanne Allen said councillors had listened to the community and would continue to do so during the consultation period.
"Getting this right is something we want to do together," Cr Allen said.
The draft papers, including the annual budget, revenue and rating plan and capital works program, have now been released for community feedback.
