Planning and animal management continue to plague Baw Baw Shire's performance, according to the latest performance report.
On the flipside, the number of local businesses has grown 16 per cent, 56 capital works projects have been completed and council hit 31 of its 33 targets in the January to March period.
Endorsing the latest combined performance report, councillors said it provided transparency and a comprehensive overview of where council currently stood.
Whilst gaining a pass mark, the report showed 56 per cent of planning applications failed to be decided within required timeframes.
