A mayoral vehicle can no longer be used for private use after six changes to Baw Baw Shire's councillor support and expense policy.
Several councillors wanted to take the amendment a step further and abolish the mayoral vehicle, which last year cost ratepayers $21,000.
Cr Danny Goss led lengthy debate on policy changes after declaring councillors should show restraint.
"I've long been a critic, as everyone would know, of how some councillors have used the expense policy to advantage," Cr Goss said. "Not illegally. But not in the spirit really of good governance and responsible expenditure of ratepayer money."
